Introduction

The Drug Enforcement Administration (DEA) hosted a Distributor Conference on April 15-16, 2015. The conference was held at the Gaylord National Resort and Convention Center, National Harbor, Maryland. The purpose of this conference was to provide an overview of federal laws and regulations that affect pharmaceutical and chemical distributors, such as recordkeeping, Automation of Reports and Consolidated Orders System (ARCOS), and suspicious order reporting.

Conference Report

Ruth A. Carter, Section Chief, Liaison & Policy Section, DEA HQ, served as the Master of Ceremonies. Ms. Carter opened the conference by welcoming everyone to National Harbor, Maryland and providing some administrative announcements. She also discussed the "Secure and Responsible Drug Disposal Act of 2010".

Carmen Catizone, Executive Director, National Association of Boards of Pharmacy, talked about the "Stakeholder Consensus Report".

Mari Robinson, Executive Director, Texas State Medical Board, presented on the recidivism of "Practitioners and Patients".

Tom Prevoznik, Staff Coordinator, Liaison Unit, DEA HQ, spoke on "Distributor Trends and Updates". Mr. Prevoznik' s presentation provided information regarding DEA's Role and Response to the National Pharmaceutical Epidemic, and a National Distributor Initiative pertaining to suspicious orders.

Scott Collier, Diversion Program Manager, St. Louis Field Division, facilitated the "Chemical Distributors" breakout group which focused on matters pertaining to Chemical Distributors.

Chris A. Jewell, Unit Chief, Diversion Technology Section, DEA HQ, presented an overview of the "Controlled Substance Ordering System".

Ghana Giles, and Samuel Weisman, Pharmaceutical Investigations Section, Targeting & Analysis Unit, ARCOS, DEA HQ presented on "ARCOS Reporting Requirements". Their presentations detailed ARCOS reporting requirements and proper procedures for ARCOS error corrections.

Hans C. Hansen, MD, Medical Director, The Pain Relief Centers, LLC discussed "Pain Management Best Practices – What a Real Pain Management Clinic Looks Like".

Michael Burleson, RPh, Executive Director, Kentucky Board of Pharmacy provided information regarding "Corresponding Responsibility".

Gregg Sullivan, Assistant United States Attorney, Chattanooga, Tennessee talked about the "Prosecution of Diversion Cases".

Susan Langston, Diversion Program Manager, Miami Field Division, presented on "Arbitrary Thresholds".

Les Hollie, Assistant Inspector General, OIG/HHS, addressed the issues of health care fraud, "Medicare, Part D".

Both days of the conference concluded with a short Q&A session and closing remarks by Ms. Carter.
