Chemical Industry Conference

May 4 & 5, 2016 — Mesa, Arizona


The Drug Enforcement Administration (DEA) hosted a Chemical Industry Conference on May 4-5, 2016. The conference was held at the Sheraton Mesa Hotel in Mesa, Arizona. The purpose of this conference was to provide information relating to current diversion trends related to DEA-regulated chemicals, a review of DEA regulations with respect to record keeping, quotas, imports/exports, etc. In addition, during the course of the conference, there was a presentation from a representative from the International Narcotics Control Board (INCB), and a presentation from a representative from the Environmental Protection Agency (EPA) to discuss EPA-related issues relative to the chemical industry.

Conference Report

Day 1

Shontal Linder, Section Chief, Synthetic Drugs and Chemicals Section, DEA HQ, served as the Master of Ceremonies. Ms. Linder opened the conference by welcoming everyone to the conference, providing some administrative announcements, and describing the mission of the Synthetic Drugs and Chemicals Section.

Antonio Guzman, Assoc. Section Chief, DEA HQ Synthetic Drugs & Chemicals Section, spoke about "Trends" in regards to diversion of DEA-regulated chemicals.

Liqun Wong, Chief, Data Analysis Unit, DEA HQ, gave a presentation on DEA "Chemical Control Actions".

Minh Dang, Drug Science Specialist, DEA HQ UN Reporting & Quota Section, spoke about "Chemical Quotas & UN Reporting".

Mark Via, Lead Technical Information Specialist, DEA HQ Import/Export Section, gave a presentation on "Chemical Imports/Export".

Day 2

Loren Miller, Chief, Registration Processing Operations DEA HQ Registration Section, presented an overview of the "DEA Chemical Registration".

Barbara Rembert, Senior Technical Adviser, Precursors Control Section, Secretariat of the International Narcotics Control Board (INCB) spoke about the "Role and Functions of the INCB".

Marcus Aguilar, Physical Scientist, Environmental Protection Agency (EPA), Region 9 Pacific Southwest, provided information about the "EPA 2016 Chemical Data Reporting Requirements & eCDR Web Reporting Tool".
