Section 1312.45 Burden of proof.
At any hearing on the denial of an application for an import, export, or transshipment permit, the
Administrator shall have the burden of proving that the requirements for such permit pursuant to
sections 1002, 1003, and 1004 of the Act (21 U.S.C. 952, 953, and 954) are not satisfied.
